It looks like this is part of a select query, like:
select * from your_table
where qualification_ind IN (4, 6, 20, 22);
If this is the case, the it is telling the query to limit the rows returned to those where the column named qualification_ind is one of those four values in the in clause. It would be the same as:
select * from your_table
where qualification_ind = 4
or qualification_ind = 6
or qualification_ind = 20
or qualification_ind = 22;
Using an IN clause shortens the code.
