LBR is a network Load Balancer or Load Balancer Router.
A load balancer is typically used in front of a pool of web or application servers to spread inbound traffic across several systems. It also protect the application from single system failures by detecting failures and only routing traffic to available servers.
Oracle practitioners normally configure (or request) load balancer deployments in front of products like:
- Oracle Web Services Manager, B2B web service requests
- Oracle Application Server, Oracle's Java-based Web application server
